JASON M. HESS

Jason M. Hess joined Nikolaus & Hohenadel, LLP in 2026 following more than 20 years of practice, both in public service as the City Solicitor for the City of Harrisburg, and in private practice.  He focuses on the areas of municipal, land use and zoning, and real estate law, while also representing clients in civil and Orphans Court litigation.

Jason graduated with a B.A. from the University of Pittsburgh and a J.D. from the University of Pittsburgh School of Law.  Following law school, he served as a law clerk to Judge Hiram A. Carpenter of the Blair County Court of Common Pleas. In addition to the courts of the Commonwealth of Pennsylvania, he is admitted to practice before the United States District Courts for the Eastern and Middle Districts of Pennsylvania, and the United States Bankruptcy Court for the Eastern District of Pennsylvania.

Jason is a member of the Pennsylvania Bar Association, past member of its House of Delegates, and past chair of its Municipal Law Section.  He is also a member of the Lancaster Bar Association, where he is past chair of the Municipal, Zoning and Environmental Law Section.  He is author of the chapters on Zoning and Zoning Hearing Boards in the current edition of the Solicitor’s Handbook published by the Pennsylvania Department of Community and Economic Development.  He has presented on various topics of municipal and land use law at the Pennsylvania Bar Institute’s Municipal Law Colloquium in addition to other local and state-wide seminars. Jason also devotes time to service with nonprofit organizations serving the homeless and housing insecure community in Lancaster County as a former Governing Board member of the Lancaster County Homelessness Coalition and a current member of Tenfold’s Board of Directors.

Jason and his wife, Jane, live on a small farm in Manheim Township and have two children attending university.  In his free time, he enjoys clearing his head by running the trails and roads of Pennsylvania and beyond.
